It truly depends on whether you are looking to adopt someone who is special needs and in your local state department, or whether you’re looking for a private adoption. Not a special needs child. Your local adoption agency would have a list of the children who need adopting. But also there is a website, AdoptUSKids, and it is the largest national database with children who need adopting. It’s a good place to start if you’re looking for a private adoption.
